About this page

This Costing and Pricing Tool page is used to view and allocate project team salary costs.

It is populated with team members added to the eForm where Include in Costing? = Tick.

The Receivable by Year section is populated with project years based on the project start and end dates.

The tool calculates salary for each project year for each team member based on the entered workload commitment.   For some external team members or HDR students, it can also be populated with salary values entered directly in the eForm. For example, for a scholarship, an annual salary amount may be entered in the eForm.

Page layout options

There are two options for the layout in this page, set in CPT Configuration.

        The Standard layout allows you to allocate the project team's salary costs to the relevant funder/s or institution. See: Standard layout below.

        The Extended layout is automatically populated by details entered in additional fields in a Workload Commitment RIC grid in an eForm. See: Extended layout below.

Both layouts display details for team members, segmented as follows (in display order):

        Type: Internal Investigators
Displays all team members entered in a Linked Personnel RIC in the eForm with the Person Type of Internal, and the Include for costing?  flag set to Yes.

        Type: External Investigators
Displays all team members entered in a Linked Personnel RIC in the eForm with the Person Type of External, and the Include for costing?  flag set to Yes.

        Type: New Staff
Displays all the team members entered in a New Staff RIC in the eForm, which can include non-investigators, such as laboratory support staff.

        Type: Student Investigators
Displays all team members entered in a Linked Personnel RIC in the eForm with the Person Type from the Student category group (Source: RME > Setup > Categories > Person Related Categories > Person Type > Student), and the Include for costing?  flag set to Yes.

To add or delete team members, or change the workload commitment, return to the eForm application.

Long values in the grid: For some values in the grid, if it is longer than the column width, it is truncated with ellipses (...). You can either change the column width to show the full value or mouse over it to view a tooltip of the full value.

You can use your keyboard to navigate the grid.

This page supports the Costing and Pricing Tool (CPT), which was implemented in version 7.7.0 in mid-2021. Research Costing and Pricing (ReCaP) is a separate tool.

Prerequisites

This page only displays and is editable if all of the following criteria is met:

        You have access to the Project Team page CPT014 via either a role or User Page Views. If not, contact your RME administrator.

        The corresponding eForm application is in an editable state for you.
Background: If the eForm is read-only, this is usually because it is in a workflow state that does not involve you. For example, as a researcher, when you submit an eForm for Grants Office or Review, you can still view it but you can't edit it. In this case, when you go to CPT via the Costing and Pricing button in the eForm, CPT pages with editable elements will also be read-only.

 

Standard layout - Allocate costs for team members

1.     Go to the relevant Type group, such as Type: Internal Investigators. If the group is not expanded, click the arrow icon to the left of the group name to expand it.

2.     Identify the team member in the grid for which you want to allocate costs.

3.     Allocate the team member's salary costs to the relevant fund scheme/s, using the field table below as a guide.

Rules

        The primary funder and institution are displayed in the grid by default. To allocate costs to another funder, if there is more than one, add a new row via the Add icon at the end of an existing row. Select the funder from the Funded by dropdown.

        If there is more than one funder, you can allocate costs across multiple funders but the total of all values must equal the larger value out of Salary - Cost and Salary - Price.

        The cash or in-kind allocation to your institution cannot be a negative amount. If so, review and adjust allocation.

4.     In the toolbar, click Save. To go back to the previous page, click it in the breadcrumb trail or use your browser Back button.

By default, the grid only displays rows for the primary fund scheme and your institution.

You can add rows if you want to allocate costs to other funders using the Add icon at the end of a row. To delete a funder row, use the Delete icon.

The dropdown lists all the fund schemes selected in the eForm. It displays the primary fund scheme first, then all other fund schemes in alphabetical order, then the institution.

If the primary fund scheme is not displayed in this dropdown it may mean that the item is excluded in the applicable Fund Scheme Level rules. In this case, costs are allocated to the institution by default. Each excluded cost can be re-allocated to any other fund scheme, if there are any, except the primary.

Funding Type

Default: Cash

Dropdown to select the type of funding, either Cash or In-kind

In-kind is a contribution that is not made directly in cash but that has a monetary value.

This will open the first page in the form that you can access (i.e. not hidden by a visibility condition) that contains a Workload Commitment RIC grid.

If the page is hidden due to visibility conditions applied in the eForm process, it will open the first page that you can access.

To return to CPT from the eForm, use your browser Back button.

Organisation Name

Read Only; Only displays if the Fund Scheme Rules based on Funding Organisation? setting in CPT Configuration is Yes.

Receivable by Year

Section to indicate the salary amounts each funding body will fund per year of the project (salary price)

Administrators: You can personalise this label in Global Label Preferences.

One or more columns for each year of the project based on the project start and end dates, in ascending order, with pro-rata allocation based on the person's commitment for that year as entered in the eForm (as either FTE, Days or Hours)

If the eForm template was configured to allow zero as a valid workload commitment value, eForm users can enter 0 if they are not working on the project for that year. This will be reflected in the corresponding Year column on this page.

You can add rows if you want to allocate costs to other funders using the Add or Delete icons at the end of a row.

If there is more than one funder row for a team member, pro rata values will be split equally across funders and the person's workload commitment and years for the project. Due to rounding, there may a very minor difference in the last year column.

The total of all values allocated for a team member to funders across project years must equal the larger value out of Salary - Cost and Salary - Price.

Salary - Cost

Read only

Calculated cost of the salary for the person on the project

Note: If the Salary - Cost amount is greater than the total contribution by the funder, the cost value for your institution is automatically populated with the balance. For example, if the Salary - Cost is $10,000 but the funder is only providing $6,000 (in the Salary - Price column), then the cost values for your institution are auto-populated with the balance of $4,000.

Salary - Price

Read only for the institution, editable for funders

Calculated or entered value to seek funding for, to cover the true salary cost for the project team member

The calculation factors in the Salary - Cost as well as indirect cost recovery.

 

Business rules

  • The Salary - Price is assigned to the primary fund scheme by default. If there is no primary fund scheme, it is assigned to the institution.  
  • If the Salary - Price for the primary funder is reduced, the difference is allocated to the institution as In-kind.
  • If you add a new funder to the grid, any amount entered for it is taken from the primary fund scheme.
  • If you enter an amount in the Salary- Price for any non-primary funder/s, the amount is taken from the institution In-kind value first, then the primary funder.
  • If Salary - Price for non-primary funder/s is reduced, the difference is allocated to the Institution as In-kind.

 

Extended layout

In this layout, salary values are automatically calculated and populated based on the funded and unfunded workload commitment entered in the eForm (in a Workload Commitment RIC). To allocate funding, you can edit the Funded by and year fields, and add rows.

To change the Funded Salary amount, return to the eForm and change the funded and unfunded workload commitment. The Funded Salary amount is based on the funded workload commitment. It is assigned to the primary fund scheme by default for each year on a pro-rata basis.

Administrators: When using this layout, adjust the Workflow Commitment RIC in eForm templates used for CPT so that users can enter funded and unfunded values in the eForm.

Project Years

Columns for costs for each year of the project

By default, the Funded Salary based on the funded workload commitment is assigned to the primary fund scheme for each year on a pro-rata basis based on the person's workload commitment per year.

If the eForm template was configured to allow zero as a valid workload commitment value, eForm users can enter 0 if they are not working on the project for that year. This will be reflected in the corresponding Year column on this page.

The total for each year cannot be greater than the equivalent salary for the funded workload commitment for the project year.

The total for all allocations for fund schemes and project years cannot be greater than Funded Salary amount.

Salary - Cost

Read only

Calculated cost of the salary for the person on the project, broken into:

        Base Salary: Base salary for the total project commitment

        On-cost:On-cost for the total project commitment

Shortfall

Read only

Difference between the funded cost and the total allocation to all fund schemes

If there is a value, select a fund scheme and allocate the amount, or change the funded commitment in the eForm. This is recalculated when you update the total allocation.

Navigation panel

The panel on the left includes a list of the pages available. Page status indicators are used to inform you about the status of each page.
